Good afternoon. My name is Lisa Carter and I am from garden heights. Thank you for allowing me to address the commission on the topic of how officer 115 shot khalil for pulling out a brush. 115 pulled over Khalil for failing to signal a lane switch and after asking for his license and registration. 115 repeatedly pat down Khalil 3 times. 115 was a racist unprofessional who killed a human being for pulling out a brush. 115 proves to me that society today isn’t different from the past. My personal connection with khalil is how my daughter Starr was his childhood friend, and I lived with Mrs.Rosalie which is khalil’s grandma. I was basically another mother to khalil. The US Criminal Justice system is designed to enforce laws, ensure public safety, and deliver to those who have committed crimes. That isn’t true, it’s more of Race & the (In)Justice System, an On-Demand CLE webinar that’s free for ABA members, focuses on the racial disparity in the criminal justice system and the disproportionate effect of mass incarceration on people of color. My main claim I will be proving is in my opinion I feel like 115 is wrong and he is a racist. . My first reason is because 115 shot khalil because he believed that khalil was dangerous. My second reason is because 115 repeatedly pat down khalil without having a reason.
