Louisiana has become the first state to include “Black” hair care in its cosmetology board’s graduation requirements, requiring cosmetology students to pass a test to receive a license. The move aims to ensure that anyone with kinky, coily, or wavy hair can find a hairstylist who can cut their hair. Hair schools will need to ensure they have textured mannequin heads for teaching and learning. The pandemic has pushed Black women to be more likely to buy hair treatments
